Hiring requests have different statuses depending on how far along you are in the process.

The status Approval process running means that an approval process has been created for the hiring request and started via the button  Start Approval Process, but the process has not yet been completed. 

In the status Approval process running, the hiring request cannot be adjusted/changed. 

You can also see the status of the hiring request by the symbol in front of the hiring request name.
